you can bypass the valve with a short piece of tubing or approved line mine worked great and has had no problems and has been that way for almost 3 years, side note the brake systems on these trucks should be fully bled every 30k miles meaning start at farthest point from M.C. i had this issue it is the rear brake proportioning valve up on the frame.
To bleed it properly. I not telling you this is the best way to fix it but i have 50 k on my rednecking and it is great. You more than likely will not need a diff. front hoses are new, rears are new (cylinders, adjusters, drums, parking cables, and so on) i adjusted the rears till they scraped lightly then got in and allowed them to self adjust. well for the most part. Brian, are we sure that the ABS is the issue or is the something keeping the rear brakes from working properly.
Tap the proportioning valve with a tack hammer several times lightly -- sometimes this frees up a corroded bore and piston spool inside the valve. There is a pic of the proportioning valve here in my thread where i was troubleshooting my rear brake no fluid problem. With his 30 years of experience in trailer axles, brakes and suspensions, I'm sure he did it right.
the block is screwed in to the axle house it is also the vent for the axle. If your brake system has not been previously worked on or suffered no brake leaks from the wheel cylinders, calipers or master cylinder, chances are the brake proportioning valve is stuck in one position, tripping the brake dash light.

I live in a tiny town and had to use what i could get but it seem to work. pedal is low, rears will lock probably at 50% pressure. Bleed the rear brake line again at the proportioning valve, as you did before if you still have a brake dash light.
I see the videos are for front axle seal replacement. Raise the rear of the vehicle and place two jack stand under the rear frame near each wheel. Bill, just curious, did the rep jack up each wheel off the ground, rotate it and have you activate the brake controller to verify brakes stopped the rotation? I started working on this problem tonight and found a couple problems. one other thing i have brought up before that is still a problem is that with 3 new master cylinders they ALL leak like crazy out of the lid, doesn't make any sence to me.

Long story sort figure out it was the vavle up on the frame drivers side where that rod was runs upfrom the axle. on the 91 the pin is popped out. when someone else is here i am going to have them press on the brake while i inspect the valve to see if the pin is moving in and out as the brake is pressed. The self adjusters are notorious for sticking. Unscrew, or unsnap the master cylinder cap and fill the master cylinder with brake fluid to the top limit line. Wiggle the brake light warning switch wire on the top of the proportioning valve, making sure it has a tight, clean connection. Upon entry into EVBP the inlet valve for the rear, brake circuit is switched on so that the fluid supply, from the master cylinder is shut off. By Wrong again. This reversal of pressure will eventually break the spool loose inside the proportioning valve, equalizing the pressure between the front and rear brakes.
