Most hunt areas in these parts of Wyoming have ample public access on lands managed by the BLM. Some hunters have had luck getting free access to private land in these areas just by asking. Generally you can drive around the area and talk with ranchers and land owners to findout who allows fee hunting. WY Game and Fish has a list of landowners in that area that allow hunting and it might be a place to start. Take GPS coordinates of the best bucks (they tend to have a home range) and photographs though the spotter to review at night on the laptop.
